Governance

PhenomUK will establish a nationally distributed phenotyping ‘hub and spoke’ infrastructure. The infrastructure will connect high-quality, geographically dispersed facilities at Participating Organisations (POs) into Clusters of Excellence (CoEs, i.e. spokes) based on complementary capabilities. It will support ambitious, multi-scale experiments across diverse environments, enable mobile infrastructure deployment and facilitate the sharing of tools and expertise. It will be coordinated by a central Hub responsible for strategic management and operational oversight, including access, procurement, monitoring and evaluation, and communications.

This flexible, inclusive model leverages and enhances existing capabilities, and its alignment with EMPHASIS-ERIC will drive international collaboration.

Management and Governance

PhenomUK will operate a robust governance framework designed to ensure accountability, transparency and responsiveness to stakeholder needs.

The key governing bodies are:

Project Board (PB): Chaired by a BBSRC-appointed Senior Responsible Owner (SRO), the PB will be responsible for high-level decision-making and accountable for overall delivery. It will include the PhenomUK Director, representatives from the Delivery Team (DT) and UKRI/BBSRC.

Management Board (MB): Comprising CoE leads and representatives from POs, the MB will oversee service development, provision, and strategic alignment with user needs.

Delivery Team (DT): Led by the Director, the DT will manage day-to-day operations from the central Hub. It includes an Operations Lead, Senior Project Manager, and Project Managers/Officers responsible for administration, communications and stakeholder liaison.

Science Advisory Board (SAB): To provide independent scientific and strategic advice, ensuring alignment with international best practice and long-term objectives.

Working Groups (WGs): Convened as needed by the MB to address specific topics or stakeholder interests, e.g. engagement with Early Career Researchers and Research Technical Professionals.
